Teacher Application

Teachers will be sent moderate amount of Sanc frequently. Teachers can only buy Level 2 skills when they have filled their Level 1 skill slots, and so on. Except, if they're formerly students, they don't need to follow that order. I know everyone wants to be perfect, but please don't make your character over-powered. Balance them between strength and weakness.
